To give a time out call the player's team must be clearly in control of the ball, and according your question and the situation: if the player cannot reach the ball, he is not in control, no time out and the game goes on with a turnover for A-B's team and a throw-in for the opponent team.

Para conceder un Tiempo Muerto el equipo del jugador que lo pide debe estar claramente en control del balón, y de acuerdo a su pregunta y la situación: si el jugador no puede llegar al balón, el no está en control del mismo, no se concede Tiempo Muerto y el juego continúa con una pérdida de posesión para el equipo de A y B y un throw-in a favor del equipo oponente.

Both teams and coaches were aware of the timeout situation. One team had zero and the other team one timeout left. Team with zero timeouts had ball and got trapped at mid-court and started screaming and showing timeout. This occurred in front of the referee and the opponents coach. The referee knew the asking coach had no timeouts but he requested one and the referee granted him one.
What the rule says? Which is the statistics registration ?

Ambos equipos y sus entrenadores estaban en conocimiento de la situación de los tiempos muertos. Un equipo tenía cero y al otro le quedaba uno en su haber. El equipo con cero tiempo muertos tenía posesión del balón y fue encerrado en el medio campo y comenzó a gritar pidiendo tiempo muerto.
