Fundamento de la Regla=
En situaciones especiales donde un número de penalidades son posibles de ser penadas durante el mismo período de parada del reloj, los jueces deben prestar particular atención al orden en el cual la violación o las faltas han ocurrido a efectos de determinar cuales penalidades han de ser penadas y cuales serán canceladas.

La Regla del Baloncesto=
En los tres casos planteados, la falta antideportiva de B2 no puede ser ignorada y será registra como una 'pérdida de balón no forzada'.

Caso (a): A A1 le fue cometida una falta por B1 mientras A1 estaba en acto de lanzamiento. Penalidad: dos o tres tiros libres le son acordados a A1 seguido por una puesta en juego a favor del equipo A en la línea central extendida opuesta a la mesa de los controles.

Luego de ello una violación de los 24 segundos ha sido cometida por A1.

Penalidad: una puesta en juego a favor del equipo B en la línea extendida de los tiros libres. A A1 le serán acordados los dos o tres tiros libres pero el derecho a la puesta en juego será cancelada porque ésta no es la última penalidad a ser administrada. El Juego se reanudará con una puesta en juego a favor del equipo B desde la línea extendida de los tiros libres.

Registro eBA de las Estadísticas del Baloncesto:
Ti, Falta recibida y dos o tres tiros libres para A1. Falta Cometida y Pérdida de Balón No Forzada contra B2. Pérdida de Equipo contra el Equipo A por la violación de los  24 segundos. Recupero No Forzado de Equipo a favor del Equipo B lo que le devuelve la posesión.

Caso (b): No ha ocurrido en este caso una violación de los 24 segundos. Penalidad: dos o tres tiros libres le son acordados a A1 seguido por una puesta en juego a favor del equipo A en la línea central extendida opuesta a la mesa de los controles.

Registro eBA de las Estadísticas del Baloncesto:
Ti, Falta recibida y dos o tres tiros libres para A1. Falta Cometida y Pérdida de Balón No Forzada contra B2. Un Recupero de Equipo por la falta cometida por B2 le mantiene al Equipo A la posesión del balón.

Caso (c): No ha ocurrido en este caso una violación de los 24 segundos. Penalidad: dos o tres tiros libres le son acordados a A1 seguido de un tiro libre adicional también para A1. Al equipo A le es conferido entonces el balón para una puesta en juego a favor del equipo A en la línea central extendida opuesta a la mesa de los controles.

Ti & Tc, Falta recibida y dos o tres tiros libres plus un tiro libre bonus para A1. Falta Cometida y Pérdida de Balón No Forzada contra B2. Un Recupero de Equipo por la falta cometida por B2 le mantiene al Equipo A la posesión del balón.

Rule Fundamentals=
In special situations where a number of penalties are available to be administered during the same stopped clock period, officials must pay particular attention to the order in which the violation or fouls occurred in determining which penalties are to be administered and which penalties are to be cancelled.
 
The Basketball Rule=
In all three cases the unsportsmanlike foul of B2 cannot be ignored and will be registered as an 'unforced turnover'.

Case (a): A1 was fouled by B1 while A1 was in the act of shooting. Penalty: two or three free throws followed by a throw-in for team A at the centre line extended opposite the scorers table.
 
After that a twenty-four second violation was committed by A1.

Penalty: a throw-in for team B at the free-throw line extended. A1 shall be awarded two or three free throws but team A’s right to a throw-in shall be cancelled because it is not the last penalty to be administered. The game shall resume with a throw-in for team B at the free-throw line extended.

eBA Basketball Statistical Registration:
FGA, Foul Received and two or three FTA for A1. Foul Made and Unforced TO for B2. Team Turnover against Team A for the 24 seconds violation. Team Unforced Steal for Team B to recover the possession.
 
Case (b): No twenty-four second violation has occurred in this case. Penalty: two or three free throws shall be awarded to A1, followed by a team A throw-in at the centre line extended, opposite the scorers table.

eBA Basketball Statistical Registration:
FGA, Foul Received and two or three FTA for A1. Foul Made and Unforced TO for B2.  A Team Steal because the foul committed by B2 keeps the ball possession in favour of Team A.

Case (c): No twenty-four second violation has occurred. Penalty: two or three points are awarded to A1 followed by one additional free throw for A1. Team A is then awarded the ball for a throw-in at the centre line extended, opposite the scorers table.

FGA & FGM, Foul Received and two or three FTA for A1 plus a free throw bonus. Foul Made and Unforced TO for B2. A Team Steal because the foul committed by B2 keeps the ball possession in favour of Team A.

Regla del Juego de Baloncesto=
La canasta no es convalidada y el balón le es otorgado al Equipo A para una puesta en juego desde el lugar más cercano a la falta.
Si el Equipo A estuviera en el Bonus, A3 va a línea para los tiros libres.

Registro eBA de las Estadísticas del Baloncesto=
Un pase de A4 deflexionado y una deflexión de B1.
Una falta cometida por B3 y recibida por A4.
Y los subsiguientes tiros libres si el Equipo A está en el bonus.
La posesión no ha cambiado en ningún caso, entonces la falta de B3 es una falta neutral en el primer caso y una falta negativa si el Equipo A estuviera en el bonus, pero en ningún caso se trata de una pérdida del balón de B3.

Rule of the Basketball Game=
The basket is not valid and the ball is awarded to Team A for a throw-in at the point closest to the foul.

eBA Basketball Statistics Registration=
A deflected pass for A4 and a deflection for B1.
A Foul made by B3 and received by A4.
And the following Free Throws if Team A is in the bonus.
Possession has not changed in any case, therefore the B3´s foul is a neutral one in the first case and a bad one if Team A is in the bonus, but in any case is a B3´s turnover.

La Regla= La Canasta del Equipo A es convalidada. Se le concede a A1 un tiro libre bonus sin jugadores ubicados en el área de los tiros libres. El juego es reanudado desde el momento de la interrupción con una puesta en juego a cargo del equipo B en un punto no determinado debajo del aro del equipo A.

Registro Estadístico eBA= Tc a favor del jugador del equipo A que convirtió la canasta.

He aquí algunos números de los archivos del Sistema eBA de Análisis de las Estadísticas del Baloncesto antes de mover esta pregunta al hilo correcto:

1.- El número promedio de tiros libres intentados en un partido es de alrededor de 25 por partido.
2.- El porcentaje de lanzamiento es de alrededor del 75% de eficiencia.
3.- Ello sugiere que un aumento del 1% produciría una diferencia de Tiros Libres Convertidos una vez cada 4 partidos (ver 1.-: los equipos lanzan Tiros Libres por partido), lo que nos da un un solo punto cada cuatro partidos.
4.- Los equipos ganan por una diferencia de 1 punto un 5% del total de los partidos jugador.
5.- Ese incremente del 1% en el porcentaje de los tiros libres nos indicaría que un 25% de aquellas victorias por un punto irían a suplementario.
6.- Y finalmente, para continuar con la discusión, ese incremento del 1% en el porcentaje de los tiros libres se traduce en una victoria margina en 5% * 25% * 50% = 0.6% del total de los partidos jugados, o 0.5 de los partidos actuales: lo cual significaría en una victoria extra cada dos temporadas.

Here are some numbers from the archives of the eBA Basketball Statistics Analysis System before moving this question to the right thread:

1.- The average number of free throws attempted in a game is about 25 per game.
2.- The shooting average is about 75% efficiency.
3.- That implies as a possibility that a 1% upward would make an actual deviation in FTM once every 4 games (see 1.-: teams shoot 25 FTA per game), translated in only one point every four games.
4.- Teams win by one point 5% of the total of games played.
5.- That 1% upward in FT% would tell us that 25% of these 1-point wins would instead go to overtime.
6.- And finally, to go on with discussion, that 1% FT% upward give us a win on 5% * 25% * 50% = 0.6% of the team's games, or 0.5 current games: that's means one additional win every two seasons.

Tiene Usted razón, las faltas antideportivas son un gran problema del analista de partidos, pero no por ser difícil calificarlas, sino por los errores de los jueces, veamos:

Casos 1, 4 y 5= son faltas antideportivas, son penadas y corresponde registrar además de la falta realizada, una pérdida de balón en contra del jugador que comete esa falta.

Caso 3= Es un 'ejemplo' de falta antideportiva, pero no es penada por los jueces. Más que la falta personal común cometida y recibida, no se puede registrar nada más... salvo restarle puntos a los jueces....!

Caso 2= Usted incluye este caso en las faltas mal cobradas, yo tengo mis dudas y creo que es una falta antideportiva. Pero si Usted está totalmente convencido, actúe como en el caso siguiente.

Caso 6= Definitivamente una falta fuerte pero no es una falta antideportiva, y no corresponde penar al jugador doblemente: registre falta cometida contra el jugador que comete la falta y pérdida de balón de equipo (...ya que lamentablemente no podemos registrársela al juez...), con la especificación en el reporte jugada-por-jugada de la razón de este registro.




You are right, unsportsmanlike fouls are a great problem for the game analyst , not because the difficulty to qualify them, but because the official errors, let see:

Cases 1, 4 y 5= They are unsportsmanlike fouls, are called and we must register the foul made, and a turnover against the player who commit that foul.

Case 3= It is an 'example' of unsportsmanlike foul, but it is not called by the officials. More than a regular personal foul made and received, you can't register anything more... out of negative points against the officials, if you could....!

Contenido de la Regla: "Un jugador no balanceará excesivamente sus brazos o codos aún no haciendo contacto con el oponente."   La penalidad de la regla fue cambiada a violación en lugar de falta técnica para inducir a que sea penada más frecuentemente.

Contenido de la Regla: Cuando se producen decisiones contradictorias de los jueces o las infracciones a las reglas ocurren aproximadamente al mismo tiempo y y una de las sanciones es las de cancelas la canasta convertida, esta sanción es la que prevalece y no serán concedidos puntos.
Interpretación de la Regla: En este caso tenemos una doble falta y la canasta no será registrada.
Registro Estadístico eBA: En 1998 la penalidad de una doble falta fue modificada para permitir al equipo con la posesión permanecer en control del balón.
Entonces, nosotros solamente registramos las dos faltas cometidas y recibidas. No hay lanzamiento intentado ni canasta convertida.

A1 shoots the ball and while in the act of shooting, there is physical contact between shooter A1 and defender B1. The ball enters the basket.
Now, the lead official calls an offensive foul against A1 and therefore the basket should not count. But the trail official calls a defensive foul against B1 and therefore the basket should count.
Which is the rule in this situation ? Which is the statistical register ?


A1 lanza al aro y mientras está en el acto de lanzamiento, hay un contacto físico entre el lanzador A1 y el defensor B1. El balón entra en el aro.
Ahora bien, el árbitro principal pena una falta ofensiva contra A1 y en consecuencia la canasta no sería válida. Pero el árbitro seguidor pena una falta defensiva contra B1 y entonces la canasta sería válida.
Cuál es la regla en esta situación ? Cuál es el registro estadístico ?

The technical fouls penalties against one player of each team - A3 and B3 - are cancelled between them.
The play ends with the free throw bonus because of the foul and the basket made.
eBA Statistical Register= FGM, received foul and the bonus free throw result for A1. Foul made against B1. Fouls qualifications ( 'good', 'neutral' or 'bad' - see "The Personals Fouls Analysis" in eBA ONLINE), depending upon the situation.
Against the two players involved in the technical fouls, A3 and B3,  are registered only the fouls made ( since no turnover has happened here in this situation. ). Both fouls are qualified as 'bad' in spite of the situation on which no disadvantage was created: a technical foul is ALWAYS  a 'bad' foul.

La penalidad de las faltas técnicas contra los jugadores de ambos equipos - A3 y B3 - se cancelan entre sí.
La jugada termina con el tiro libre producto de la falta y la canasta.
Registro Estadístico eBA= Tc, falta recibida y el resultado del tiro libre bonus a favor de A1. Falta cometida contra B1. Calificaciones de las faltas ( 'buena', 'neutral' o 'mala' - ver "Análisis de las Faltas Personales" en eBA EN-LINEA), dependen de la situación de juego.

Contra los dos jugadores implicados en las faltas técnicas, A3 y B3, son registrados solamente las faltas cometidas ( ya que ninguna pérdida de balón ha ocurrido en esta situación ). Ambas faltas son calificadas como 'malas' a pesar de la situación en la que ninguna desventaja fue creada: una falta técnica es SIEMPRE una falta 'mala'.

Una falta personal será cargada contra B1 en ambos casos, pero no serán otorgados tiros libres a A1 en ninguno de los casos. En ambas situaciones, el balón será otorgado al Equipo A en un punto designado lo más cerca de donde la falta ocurrió.

A personal foul shall be charged against B1 in both cases, but no free throw shall be awarded to A1 in either case. In both situations, the ball shall be awarded to Team A at a designated spot nearest to where the foul occurred.
Mentioning the Rule: "The try shall start when the player begins the motion that habitually precedes the release of the ball on a try. The ball does not need to leave the player's hand. The arm might be held so that the player cannot throw; however, he or she may be making an attempt. (Section 66 - Art. 2 )

Un jugador se manda hacia el aro con el balón, dos defensores se cierran para pararlo y hacen contacto con él:
1) Es posible penar falta personal a cada uno de los dos defensores en el caso que ambos hicieron contacto con el jugador atacante ?
